Land Transactions, Research, Policy Review & Secretarial Services Unit
The Land Transactions, Research, Policy Review & Secretarial Services Unit provides specialised legal and administrative support to the University, ensuring compliance, operational efficiency, and effective governance. The Unit plays a key role in managing legal matters related to land transactions, institutional policy development and review, legal research and advisory services, and board administration, thereby strengthening institutional processes and safeguarding the University’s interests.
Core functions
Research & Advisory Services
We conduct comprehensive legal research and analysis to support the preparation of well-reasoned legal opinions, briefs, and advisory notes for Management and relevant University units. Through this function, we provide timely and informed legal guidance to facilitate sound decision-making and ensure that the University’s actions are grounded in accurate and current legal and regulatory frameworks.
Policy Development and Review
We review and analyse draft institutional policies, statutes, regulations, and related governance instruments to ensure consistency with applicable national laws and the University’s governing framework. The Unit also supports the development and drafting of institutional policies upon referral from relevant units or departments, contributing to coherent policy formulation, regulatory compliance, and effective institutional governance.
Secretarial Services
We provide secretarial and administrative support to designated boards and committees by maintaining accurate records, including minutes, decisions, and official proceedings. The Unit facilitates communication between the Directorate and relevant internal and external stakeholders on behalf of these boards, and coordinates meetings or hearings, including the preparation and circulation of documentation, as well as follow-up actions, to support efficient board or committee operations.
Land Transactions
We oversee legal processes relating to land transactions involving the University, including conducting due diligence audits upon receipt of an application or expression of interest in respect of University land or buildings. The Unit prepares and reviews agreements relating to the occupation, use, and development of University land, including but not limited to leases, subleases, licences, construction agreements, and concession agreements.
In addition, the Unit undertakes performance reviews of occupants or users of University land or buildings, provides advisory services on contract administration, and monitors compliance with contractual obligations. We also manage renewal and termination processes, where necessary, and maintain accurate records of land titles, deeds, and property-related agreements.
