Objectives of the College of Health Sciences: The College shall advance the objectives of each of its constituent Units by these specific objectives, to:
- Promote health through education, research and service;
- Provide promotive, preventive and curative services to meet the health needs of the nation and the global community through world class excellence in teaching, research and dissemination of knowledge;
- Produce highly qualified and competent health professionals and medical scientists; and,
- Promote development of sustainable health programmes.
POSITION SUMMARY:
The College Finance Officer is the Head of the College Finance Team and responsible for the financial strategy and management of the finances of the College within the broader University of Ghana financial architecture. The College Finance Officer shall maintain the integrity and consolidate on-going financial reforms in the College anchored on fiscal discipline within the framework of the Public Financial Management Act 2016 (Act 921), the Public Procurement (Amendment) Act, 2016 (Act 914), the Income Tax Act, 2015 (Act 896), as amended, various Financial Regulations and Professional Standards such as International Public Sector Accounting Standards (IPSAS).
DUTIES
1.The College Finance Officer shall report to the Provost and subject to the direction and supervision of the University Finance Director be responsible for:
- Developing the overall Financial Strategy of the College in consultation with key stakeholders .
- Preparing the Annual Budget of the College
- The College Finance Officer shall submit periodic financial reports on the status of plans and projections necessary for the preparation of budgets for succeeding years.
- Keeping proper and timely accounting records throughout the College, in line with statutory and professional requirements.
- Managing the financial assets of the College in line with the
University's policies and procedures vi. Providing leadership to the College Finance Team and serving as the link to the Finance Directorate.
vii. Designing and implementing accounting and internal control systems of the College in line with University and global best practice.
QUALIFICATIONS AND ATTRIBUTES
Applicants must be at the rank of Principal Accountant or if from outside the University system, eligible to be appointed as such.
Applicants must possess:
- Bachelor’s and Master’s degrees in relevant fields
- Professional qualification in Accountancy (ACCA, CIMA, CPA, CA etc.) with at least (12) twelve years of relevant post qualification experience.
- Good working knowledge of accounting software packages.
- Considerable strategic, interpersonal and collegial skills that will enable the applicant function well in the position
- Good business sense with a deep understanding and appreciation of the strategic and operational issues in top-level University management and administration.
- High-level analytical skills and demonstrable evidence of competence and leadership.
- very good analytical, communication and interpersonal skills
SALARY
Attractive with fringe benefits including market premium, rent, security and responsibility allowance.
TENURE
The College Finance Officer must be able to hold office for a period of four years on terms and conditions approved by the University Council before reaching the statutory retirement age of 60 years and may be eligible for re-appointment for a further term of up to four years.
