A 5-day Workshop on Open Distance Learning (ODL) Policy Development and Open Educational Resources (OER)

The Head of the University of Ghana Distance Education Department recently received funding from the Commonwealth of Learning to organise a transformative five-day workshop in November 2023. The workshop, a collaborative effort, focused on developing an Open and Distance Learning (ODL) Policy and Open Educational Resources (OER). This comprehensive initiative aimed to develop a working policy guiding the distance learning programme while embracing the integration of OER in teaching and learning at DE. The workshop brought together key stakeholders, experts, and educators, fostering collaboration towards a universal goal of advancing distance education.

The five-day workshop served as a dynamic platform for exploring and implementing innovative strategies in distance education. Notably, the primary objectives included formulating a robust policy framework for the distance learning programme and adopting OER to enhance teaching and learning experiences at DE. By integrating cutting-edge technologies and pedagogical approaches, the workshop aimed to empower instructors and administrators to effectively address learners' evolving needs in the digital age.

The Provost of the college graced the occasion and delivered an insightful address to participants, underscoring the vital necessity of establishing a well-defined policy to steer the distance learning programme.

Recognising the evolving landscape of education, the Provost highlighted the importance of inclusivity, urging the expansion of DE learning opportunities for all. This inclusive approach aligns with the university's mission to make quality education accessible to diverse learners. Other dignitaries, including the Deans of SCDE and UGBS, added their voices to the significance of the workshop and the impact it would have on the DE programme. Under the expert guidance of the COL Consultant, Professor Tayo Arulogun (VC of Miva Open University), the workshop delved into various critical areas over five days. Professor Tayo skilfully navigated participants through the intricacies of ODL policy and OER, laying the foundation for a more inclusive and effective distance education programme.

The initial session was devoted to establishing the groundwork for the workshop. Professor Tayo provided a comprehensive overview of ODL principles and the potential impact of OER adoption. Participants gained insights into the transformative power of open educational resources and their role in reshaping the educational landscape.

During subsequent sessions, Professor Tayo actively facilitated intensive discussions among participants to develop and implement policies. He fostered a collaborative environment and encouraged active participation by leveraging his expertise. The primary focus was on creating a robust policy framework that could effectively guide the distance learning programme and align with the evolving needs of learners and educators.

The last three days of the workshop witnessed an enthusiastic exploration of OER and its integration into teaching and learning practices. Professor Tayo elucidated the benefits of OER, emphasising how it could enhance educational accessibility and quality. Participants actively discussed practical strategies for implementing OER in their respective courses.

The 5-day workshop, a significant milestone, has set the course for the future of DE practices at the university. The collective efforts of key stakeholders, experts, and educators have culminated in developing a comprehensive draft policy framework for the distance learning programme. The adoption of OER promises to revolutionise teaching and learning, making quality education accessible to all. The Department of Distance Education is steadfast in its commitment to the ongoing enhancement of its programmes, embracing innovation as a cornerstone principle, and maintaining a leading position in the development and delivery of inclusive and effective education.
