Procedure For Entering Into Commercial And Non-Commercial Transactions On Behalf Of The University

The Office of Legal Counsel wishes to inform the University Community of the procedures to be adopted for entering into Commercial and Non-Commercial Arrangements or Transactions on behalf of the University as provided under Policy Numbers 1403 and 2200 (3.15, 4.3) of the Financial Regulations and Governance Policy, 2020 of the University of Ghana.  

The Summary Procedures are as follows:

  1. Terms of concluded negotiations shall be reduced into writing by the Head of the unit leading the negotiations. 
  2. The terms must be approved by the Provost, Director or Head of the Administrative Unit.
  3. The terms shall be submitted to the Vice-Chancellor, Pro Vice-Chancellor (Academic Affairs), Pro Vice-Chancellor (Research Innovation and Development), or Provost (See attached Mandate) for final approval. 
  4. The approved terms shall be submitted to the Legal Counsel who shall subject to any review in accordance with the regulations of the University and national laws, incorporate the terms into an agreement.
  5. Where the other party submits a draft agreement, the said draft shall be reviewed by the Legal Counsel. A soft copy (word version) of the draft agreement shall be emailed to legalcounsel@ug.edu.gh.
  6. The Legal Counsel shall receive prior notice of all transactions and contract negotiations and shall participate in such negotiations to provide advice and ensure effective negotiations and compliance with rules and regulations of the University and national laws.
