Vacancy for Senior Level Administrative Position - Director, Internal Audit Directorate

The University of Ghana, hereby, invites applications from suitably qualified, dynamic persons to head the audit team at its re-structured Internal Audit Directorate, in the following Administrative/Professional position in the Central Administration.

POSITION:              Director, Internal Audit Directorate
REPORTING TO:     Vice-Chancellor

Academic work at the University of Ghana is organised in four colleges which have units across the Legon campus, Korle Bu Campus, Accra City Campus, the Research Centres in Kade, Kpong and Nungua as well as Learning Centres on sites in all the Regional Capitals.  Academic work is supported by a Central Administration, providing institution-wide services.

The Director of Internal Audit shall, under the Vice-Chancellor be responsible for the internal audit of the accounts and financial transactions of the University.
Subject to the relevant statutes, the Director of Internal Audit reports administratively to the Vice-Chancellor and functionally to the Audit Committee of the University.

The Director of Internal Audit shall:
(a)    ensure the establishment and operation of an efficient and effective financial control system;
(b)    vet all proposed expenditures to ensure compliance with laid-down internal control systems and other statutory requirements;
(c)    conduct periodic examination of the accounts of the University including limited financial and operational. units;
(d)    monitor and ensure that all expenditure incurred have been authorised and are within budgetary provisions;
(e)    where required, conduct management audit and submit a report thereof;
(f)    liaise with External Auditors and ensure that appropriate action is taken on reported audit findings;
(g)    generally, be responsible for ensuring that the University complies with the Internal Audit Agency Act 2003 (Act 658) and other relevant Acts and policies of the University; and
(h)    discharge any other assignments that the Vice-Chancellor and Registrar shall deem necessary.

1.    The requirements for appointment are normally a first degree and either a master’s degree in a relevant discipline or an equivalent professional qualification with a minimum of fifteen (15) years progressively responsible post-qualification financial experience, through public accounting/auditing and/or industry experience.

2.    Membership of a professional Accounting/Auditing body is required for this appointment.
3.    In addition, the applicant must have:
(a)    Excellent interpersonal and relationship building skills
(b)    Considerable strategic and collegial skills that will enable him/her to function within the Higher Education Sector;
(c)    Good business sense with a deep understanding and appreciation of the strategic and operational issues;
(d)    High-level analytical skills and demonstrable evidence of competence and leadership.

The person appointed Director of Internal Audit shall hold office for a period of four years and is eligible for re-appointment.
