POSITION (1): CENTRAL MATERIALS OFFICER
REPORTING TO: DIRECTOR OF LOGISTICS
QUALIFICATIONS
DUTIES AND RESPONSIBILITIES
In performing the duties of Central Materials Officer, the incumbent should be guided by the Public Procurement Act, 663, 2003 and Public Procurement Amendment (PPA) Act, 914, 2016 the University Code of Conduct, Stores and Safety Guidelines and the Procurement & Supply Profession Code of Ethics and the Public Financial Management Act (PFMA).
The Central Materials Officer reports to the Director of Logistics. The Job Purpose is to ensure effective procurement of goods, services and works to support teaching, learning and research at the University.
1. Supervise the activities of Sectional Heads, Procurement Assistants, and Head of Stores by training, assigning works/jobs etc.
2. Oversee the procurement of goods, services and works at the university.
3. Plan and implement the procurement system in the facility.
4. Evaluate system effectiveness of the procurement systems make modifications as needed.
5. Assessing the Performance of Sectional Heads and Head of Stores at the end of the year.
6. Co-ordinate yearly preparation of procurement plan for the university.
7. Supervise the preparation and Maintenance of procurement documentation in line with the law.
8. Assist the Director of Logistics as Secretary of Entity Tender Committee.
9. Supervise the recording and keeping minutes/reports of procurement/tender committee meetings.
10. Assist in the disposal of unserviceable/redundant and obsolete items.
11. To provide feedback to users on all purchase request received.
12. Resolve problems regarding orders, ensure orders are correctly filled and warranty repairs made.
13. Be responsible for maintaining procurement register at the Directorate.
14. Maintain database of suppliers in order to provide an accurate record on suppliers, service providers and contractors.
15. Supervise the preparation of solicitation documents.
16. Supervise the writing of Local Purchase Order and certification of award for payment through the ITS.
17. Facilitation of clearing of items from the Port.
18. Making proposals for the composition of opening and evaluation panels for tenders as well as board of survey.
19. Co-ordinate quarterly reviews of the procurement plan of the University.
20. Participate in the management meetings of the Directorate of Logistics.
21. Assist in the preparation and implementation of the strategic plan of the directorate.
