The University of Ghana invites applications from suitably qualified persons for the senior level administrative positions listed below, which will become vacant on 1st August, 2011.
POSITION (1):
REPORTING TO: Vice-Chancellor
QUALIFICATIONS:
(a) Must be of professorial status from an academic/research institution or a person from industry eligible for that position.
(b) Must be capable of providing academic leadership especially in the areas of teaching, learning and extension in the University.
(c) Must provide evidence of managerial and administrative leadership and capacity to promote a collegial working environment in the University.
(d) Must demonstrate capacity to understand students’ affairs.
(e) Must have the vision and the drive to oversee the growth of the University especially in the area of teaching and learning.
DUTIES
a) overseeing the management of student life on campus;
b) coordinating strategies for developing and implementing academic programmes;
c) ensuring the efficient development, coordination and the smooth running of academic programmes;
d) ensuring efficient utilization of academic facilities for teaching and learning;
e) promoting sports for academic, competition and recreational purposes.
POSITION (2): Pro-Vice-Chancellor, Research, Innovation & Development.
REPORTING TO: Vice-Chancellor
QUALIFICATIONS:

(b) Must be capable of providing academic leadership especially in the areas of research and extension in the University.
(c) Must provide evidence of managerial and administrative leadership and capacity to promote a collegial working environment in the University.
(d) Must demonstrate capacity to attract and manage funding for research and development.
(e) Must have the vision and the drive to oversee the growth of the University especially in the area of research.
DUTIES
a) developing and implementing the University’s research policy;
b) promoting fundraising for research;
c) ensuring the effective distribution and efficient use of research funds, in line with priority areas identified in the University’s strategic plan;
d) setting standards and ensuring effective dissemination of high quality research output;
e) representing the interests of the University in contractual relationships, grant applications and reporting;
f) administering contract research;
g) establishing systems for ethical clearance for research purposes;
h) registration, patenting and commercialization of intellectual property;
i) determining general policy on research and coordinating research activities in the University;
j) agreeing on research priorities and considering the general research needs of the Faculties;
k) advising on the allocation and disbursement of funds for research and receiving at periodic intervals, reports on progress made in prosecution of research projects;
l) considering applications for assistance towards attendance at conferences.
POSITION (3): Provost, College of Agriculture and Consumer Sciences (CACS)
REPORTING TO: Vice-Chancellor
The College of Agriculture and Consumer Sciences, established since 2006 is the second College set up by the University of Ghana. It currently comprises the following constituent units:
School of Agriculture
Institute of Agricultural Research (made up of three Agricultural Research Centres)
School of Veterinary Medicine
West African Centre for Crop Improvement (WACCI)
Biotechnology Centre
QUALIFICATIONS:

DUTIES
Providing leadership in the College, maintaining and promoting efficiency and good order in accordance with the policies and procedures prescribed by the University Act and Statutes, or as may be determined by the University Council, the College Council the Academic Board and the College Academic Board.
The Provost is responsible for ensuring that the various establishments within the College operate effectively and efficiently.
The Provost is also responsible for the general administration of the College in respect of human, financial and material resources within the general framework of University policy.
POSITION (4): Dean, Faculty of Engineering Sciences

The University of Ghana Business School has over the years established itself as a centre of excellence in management education in the West African Region. It currently has over 2000 students studying at both undergraduate and graduate levels, including the flagship Executive MBA programme. DUTIES FOR POSITIONS (4) TO (11) LISTED ABOVE
A Dean/Director is responsible for providing leadership to the Faculty/School/Institute and for maintaining and promoting the efficiency and good order in accordance with the policies and procedures prescribed by the University Act and Statutes, or as may be determined by the Council, the Academic Board and the Faculty/School/Institute Board.
The Dean/Director is to ensure that the approved programmes and functions of the Faculty/School/Institute are duly carried out by members of the Faculty/School/Institute.
The Dean/Director is also responsible for the general administration of the Faculty/School/Institute in respect of human, financial and material resources within the general framework of University policy.
POSITION (12): Dean, School of Graduate Studies.
REPORTING TO: Vice-Chancellor
QUALIFICATIONS
(a) Must be of professorial status from an academic/research institution or a person from industry eligible for that position.
(b) Must be capable of providing academic leadership especially in the area of teaching and research for Graduate Studies.
(c) Must demonstrate capacity to attract funding for post-graduate studies.
(d) Must provide evidence of managerial and administrative leadership and capacity to promote a collegial working environment at the School.
(e) Must have the vision and the drive to nurture and oversee the growth of the School.
DUTIES
The Dean of Graduate Studies is responsible for providing leadership to the School of Graduate Studies and for maintaining and promoting the efficiency and good order of the School in accordance with the policies and procedures prescribed by the University Act and Statutes, or as may be determined by the Council and the Academic Board and for ensuring that the approved programmes and functions of the School are duly carried out by its members.
The Dean is also responsible for the general administration of the School in respect of human, financial and material resources of the School within the general framework of University policy.
POSITION (13): Director, School of Performing Arts.
REPORTING TO: Dean, Faculty of Arts
The School currently comprises the following Departments:

POSITION (14): Director, School of Languages and Translation.

The Director is responsible for providing leadership to the School and for maintaining and promoting the efficiency and good order in accordance with the policies and procedures prescribed by the University Act and Statutes, or as may be determined by the Council, the Academic Board and the Advisory Board of the School.
The Director is to ensure that the approved programmes and functions of the School are duly carried out by its members.
The Director is also responsible for the general administration of the School in respect of human, financial and material resources within the general framework of University policy.
TENURE FOR POSITIONS (1) TO (14)
Three (3) years in the first instance and renewable for another 3-year term.

POSITION (15): College Registrar, College of Agriculture and Consumer Sciences. (CACS)
The College of Agriculture and Consumer Sciences (CACS), established since 2006 is the second College set up by the University of Ghana. It currently comprises the following constituent units:
School of Agriculture
Institute of Agricultural Research (made up of three Agricultural Research Centres)
School of Veterinary Medicine

DUTIES: Under the Registrar, the College Registrar is head of the administrative support system and is expected to work closely with the Offices of the Provost, Deans and Director.
The College Registrar is expected to provide leadership in the administrative and professional services provided within the College in accordance with the policies and procedures prescribed by the University Act and Statutes, or as may be determined by the University Council, the College Council the Academic Board and the College Academic Board.
The service areas include:

QUALIFICATIONS:
i. The candidate should either :
a) be of at least Deputy Registrar status from an academic/research institution; or,
b) possess a Master’s degree with a minimum of 15 years relevant working experience at management level.
ii. In addition, the applicant must have:
a) considerable strategic, interpersonal and collegial skills that will enable him/her to function within the Higher Education Sector;
b) good business sense with a deep understanding and appreciation of the strategic and operational issues in top-level University management and administration.
c) high-level analytical skills and demonstrable evidence of competence and leadership.
POSITION (16): College Finance Officer, College of Agriculture and Consumer Sciences (CACS)

d) calling for and receiving moneys due to the College and making authorized payments on behalf of the College;
e) ensuring that proper books of accounts and records of the property of the College are kept in a manner and form required by University Council;
f) preparing consolidated accounts of the units of the College;
g) affording every facility to both internal and external auditors in the performance of their functions;
h) advising on and raising funds for the College;
i) generally being responsible for ensuring that the College complies with the Financial Administration Act, 2003 (Act 654);
j) discharging any other assignments that the Provost or the Director of Finance shall deem necessary.
QUALIFICATIONS
The applicant must have:
(i) A good first University degree and professional qualification in Accountancy (ACCA, CIMA, CPA, CA) with at least 10 years relevant experience as well as working knowledge of Accounting software packages.
(ii) In addition, the applicant must have:
a. considerable strategic, interpersonal and collegial skills that will enable him/her to function within the Higher Education Sector;
b. good business sense with a deep understanding and appreciation of the strategic and operational issues in top-level University management and administration.
c. high-level analytical skills and demonstrable evidence of competence and leadership.
POSITION (17): Director, Finance Directorate
DUTIES AND RESPONSIBILITIES

THE POSITION (18): Director, Public Affairs Directorate
The Public Affairs Directorate falls under the Central Administration and is primarily responsible for planning, organizing and managing programmes and activities which enhance the flow of Communication between the University and its Publics. Its functions cover the following main areas:

Community relations
University events management
Relations with the media
Protocol and official travel arrangements
DUTIES AND RESPONSIBILITIES
Reporting to the Registrar, the Director of Public Affairs Directorate shall be responsible for cultivating, coordinating and maintaining the University’s relations with its publics, including the media. These responsibilities include:
a) overseeing University functions and events including Congregation and inaugural, inter-faculty and valedictory lectures;
b) receiving guests and visitors of the University and providing the necessary courtesies;
c) regulating and controlling the putting up of notices, posters, and banners on University premises;
d) the maintenance of relations with the Alumni of the University;
e) the production of university publications;
f) undertaking information gathering and analysis, perception studies and the identification of various groups of the general population;
g) dealing with the media in matters affecting the University;
h) discharging any other assignments that the Registrar shall deem necessary;
QUALIFICATIONS
Applicants must have:
a) Masters Degree or equivalent qualification in Public Relations, Communications, Journalism or related fields.
b) at least 15 experience in a field relevant to Public Affairs at management level.
c) considerable strategic, interpersonal and collegial skills that will enable him/her to function within the Higher Education Sector;
d) good business sense with a deep understanding and appreciation of the strategic and operational issues in top-level University management and administration.
e) high-level analytical skills and demonstrable evidence of competence and leadership.
Membership of a relevant professional association is an advantage.
POSITION (19): Chief Information Technology Officer, University of Ghana Computing Services
The University of Ghana Computing Services (UGCS) has been recently created as part of the Central Administration and is primarily responsible for providing leadership in the development and use of ICT to enhance teaching, learning, research and administrative activities in the University. The UGCS will be made up of the following divisions:

DUTIES AND RESPONSIBILITIES
Reporting to a Pro-Vice-Chancellor, the Chief Information Technology Officer shall among others, be responsible for:
a) directing and managing computing and information technology strategic plans, policies, programs, and schedules for academic and finance data processing, computer services to accomplish the University of Ghana goals and objectives.
b) designing and facilitating integrated and sound IT architecture for the University of Ghana
c) seeking improvement in teaching delivery and aided technologies;
d) developing strategic plans and implementing the objectives of the information technology needs of the university to ensure the computer capabilities are responsive to the needs of the university’s growth and objectives;
e) advising senior management on strategic systems conversions and integration in support of institutional goals and objectives;
f) interacting with senior academic decision makers on internal and external operations that are impacted by the capture, storage, processing and dissemination of information;
g) overseeing the development, design and implementation of new applications and changes to existing computer systems and software packages;
h) ensuring the security of the information systems, communication lines and equipment.
QUALIFICATIONS
a) Technology Specialist with PhD Computer Science/Computer Engineering with at least 10 years working experience at higher level management or
b) Technology Specialist with MBA/MIS/MSc Computer Science/Computer Engineering with at least 15 years working experience at higher level management plus :
i. experience in strategic planning and execution;
ii. knowledge of contracting, negotiating and change management;
iii. working knowledge of Information Technology computer systems and software and ability to manage the entire spectrum of Information Technology operations;
iv. experience with implementation of IT integrations in a large division/company especially in an academic environment;
v. strong written and verbal communication and interpersonal skills;
vi. ability to motivate teams to produce quality materials within tight time frames and simultaneously manage several projects;
vii. ability to participate in and facilitate group meetings
