The Vice-Chancellor, Prof. Ernest Aryeetey, has inaugurated a five-member University of Ghana Appeals Board, with the mandate to hear and determine appeals from aggrieved members of the University.
The Board has as President, Justice Samuel Glenn Baddoo, a Retired Justice of the Supreme Court of Ghana. Other members are Mrs. Amma Gaisie, Solicitor-General at the Ministry of Justice and Attorney-General’s Department, Mr. David Kudoadzi, a Private Legal Practitioner and Partner, LexKudoz, Prof. Florence Abena Dolphyne, a Professor of Linguistics and former Pro-Vice-Chancellor of the University, and Mr. Kobina Quansah, former Managing Director, Barclays Bank Ghana Ltd. Members of the Board shall serve for a term of three years, and be eligible for nomination to serve a second term of three years.
The Appeals Board was set up in accordance with the University of Ghana Act, 2010, Act 806, Section 32, to adjudicate on acts or omissions by persons acting on behalf of the University in contravention of the University of Ghana Act, 2010 (Act 806) or the Statutes of the University, and breach of employment contracts by the University. Further it would determine issues on promotion of persons employed by the University, and grievances by students against the University on matters of welfare and discipline, and as well on any matter or dispute referred to it by the University Council.
In his introductory remarks, Prof. Aryeetey said the setting up of the Appeals Board, was in response to the large number of court cases between students and employees on one hand and the University on the other, and was also in line with the revision of the University’s Statutes as recommended by the Visitation Panel. He noted that the importance of the exercise lay in the expectation that students and employees would find in the Appeals Board an alternative channel of resolving their disputes prior to seeking redress in the courts, and thus reducing the number of cases in court which ultimately affect the image of the University.
Prof. Aryeetey stressed that, mindful of the University’s desired future direction and goals, it was determined to spend less time on litigation and rather focus on academic programmes and pursuits and needs of its stakeholders such as government. He said these and other factors motivated the “careful selection” of members of the Appeals Board, adding that he was personally proud of their track record and their interest in the University’s affairs. He also expressed optimism that members of the university community would have confidence in the work of the Appeals Board.

Justice Baddoo, President of the University of Ghana Appeals Board, who spoke on behalf of other members of the Board and on his own behalf pledged to bring their experience and expertise to the service of the University, whilst doing their work “diligently” and “without fear, favour, affection or ill-will to anyone”. He said that as an alumnus of the University of Ghana, he was happy to be contributing in this way to his alma mater.
Prof. J. M. Hyde, a Member of Council, who spoke on behalf of the Chairman of the University Council stated that the establishment of the Appeals Board would ensure that officials and organs of the University upheld the “letter and spirit of University laws and regulations”. He noted that the Appeals Board would help protect the interests of members of the University community, without their having to resort to the courts for redress. Whilst assuring the Board of Council’s support, Professor Hyde also called on the members to discharge their duties independently of the University Council.
