TOPIC(S):

 

1.    NEPA/CEQA AND GHANA’S ENVIRONMENTAL ASSESSMENT REGULATIONS – Similarities, Differences and Lessons

The US National Environmental Policy Act (NEPA) has been described as the Magna Carta of Environmental Law, while the California Environmental Quality Act is known to be the most stringent of all US Environmental Law. What do these laws entail and what are the similarities and differences from each other and with Ghana’s Environmental Assessment Regulations? What lessons can be learned?

2.    METHODS FOR ASSESSMENT OF ENVIRONMENTAL IMPACTS – Processes, Trends and Adaptable Techniques for Ghana’s Environmental Setting

A discussion of the key methodologies, assessment techniques and emerging trends in environmental protection and preparation of Environmental Impact Assessment (EIA) documents. What are the Industry Standards for establishing thresholds, addressing cumulative impacts and alternative impacts analysis? What are the concepts that can be adapted under various environmental settings?

3.    ENVIRONMENTAL JUSTICE – NOTABLE CASES IN THE UNITED STATES and GHANA, AND ASSESSMENT PROCEDURES

A discussion of the origins and fundamentals of Environmental Justice and notable cases in the US and Ghana, Techniques for Integrating Environmental Justice in the environmental impact analysis and planning process.

About the Speaker

Dr. Manford is an Urban/Environmental Planner with over 20 years combined experience in Urban, Regional and Environmental planning, as well as Land Use Management, Public Policy and Project Management. He is currently an Environmental Affairs Officer with the Housing and Community Investment Department (HCID), Los Angeles. He also teaches graduate and undergraduate level courses in Environmental Planning and Land Use Management at the University of Southern California, Los Angeles and the California Polytechnic University, Pomona as an Adjunct Professor.

Dr. Manford holds a Doctor of Planning and Development and a Master of Planning (MPI), School of Urban and Regional Planning from the University of Southern California.

He is a member of the American Planning Association and also a Registered Environmental Assessor (Class 1 – REA-07287) for the California Environmental Protection Agency.
