Vacancy for Senior Level Administrative Position: Director Finance

The University of Ghana, hereby, invites applications from suitably qualified persons for the position of Director of Finance, to take effect from 1st August, 2020.


POSITIONDirector of Finance


The Director of Finance is responsible for the management of the finances of the University and shall maintain the integrity and promote fiscal discipline of the finances of the University of Ghana.

(1) The Director of Finance shall be responsible for the preparation of the annual operating budget of the University and shall present the same to Council for review and approval.  He shall also submit periodic reports to the Council on the status of plans and projections necessary for the preparation of budgets for succeeding years.

(2) The Director of Finance shall:
a.  call for and receive moneys due to the University and make authorised payments on behalf of the University;
b.  ensure that throughout the University proper books of accounts and records of the property of the University are kept in a manner and form required by Council;
c.  report to the Finance and General Purposes Committee a case of failure to maintain the financial and other records of the University in the form required by the Council;
d.  prepare consolidated the financial statements of the units of the University;
e.  afford every facility to both internal and external auditors in the performance of their functions;
f.  advise on or raise funds for the University;
g.  generally be responsible for ensuring that the University complies with the Public Financial Management Act, 2016 (Act 921), the PFM Regulation, 2019 (LI 2378) and other relevant financial control Acts and regulations; and
h.  discharge any other assignments that the Registrar shall deem necessary.


The applicant must have:
a) A good first University degree and professional qualification in Accountancy (ACCA, CIMA, CPA or CA) with at least 15 years progressively responsible professional working experience;
b) A Masters degree in a relevant subject;
c) Good working knowledge of a Tertiary ERP software packages;
d) A deep understanding of the Public Financial Management Act, 2016 (Act 921), the PFM Regulation, 2019 (LI 2378) and risk management;
e) An experience with internal control system conception, development and deployment
f)  A treasury management experience
g) A working experience with the International Public Sector Accounting Standards (IPSAS) and/or the IFRS with a full compliant entity
h) Considerable strategic, interpersonal and collegial skills that will enable him/her to function within the Higher Education Sector;
i)  Good business sense with a deep understanding and appreciation of the strategic and operational issues in top-level University management and administration.
j)  High-level analytical skills and demonstrable evidence of competence and leadership.
k) Understanding of processes involved in university decision processes, policy development and implementation.
l)  Demonstrated ability to communicate effectively with members of the University community.


The person appointed as Director of Finance shall hold office for a period of four years and is eligible for re-appointment.
