The University of Ghana invites applications from suitably qualified persons for the following vacant senior level administrative position in the Finance Directorate
POSITION: Deputy Director, Finance Directorate
REPORTING TO: Director of Finance
DUTIES AND RESPONSIBILITIES
The Deputy Director of Finance is part of a team in the Finance Directorate which is responsible for the management of the finances of the University and for maintaining the integrity of the finances of the University.
The specific responsibilities of the Deputy Director of Finance (Management and Accounting and Payroll Section) include the following:
(a) Budget: Preparation and administration of the University‘s Annual Operating Budgets for both Recurrent and Capital Expenditure, including the implementation of Budgetary Controls.
(b) Management Accounting: Preparation of cost control mechanisms throughout the University; carrying out evaluations of the activities of the University to ensure the internal controls applicable to both financial and programme areas and provide reasonable assurance to management.
(c) Performance Report: Ensuring the preparation and submission of management reports to internal constituent units and external bodies like the National Council for Tertiary Education, Ministry of Education, and Vice-Chancellors Ghana (VCG) etc.
(d) Stores Management: Overseeing the administration of each location (i.e. maintenance, general electrical, etc.) as well as the institution of regular stores verification and reconciliation with the general ledger.
(e) Payroll Management and Reconciliation including the management of the link with Human Resources in the ITS module, management of the Superannuation (including Pensions) as well as processing of Insurance Payments for cars and assets.
The successful applicant must have:
(a) A good first University degree and professional qualification in Accountancy (ACCA, CIMA, CPA, CA) with at least (10) Ten years relevant post qualification experience.
(b) Good working knowledge of accounting software packages.
(c) Considerable strategic, interpersonal and collegial skills that will enable him/her to function within the Higher Education Sector.
(d) Good business sense with a deep understanding and appreciation of the strategic and operational issues in top-level University management and administration.
(e) High-level analytical skills and demonstrable evidence of competence and leadership.
The Deputy Director, Finance Directorate shall hold office for a period of four years and is eligible for re-appointment
