Vacancy for Administrative/Professonal Position - Security Coordinator

The University of Ghana, hereby, invites applications from suitably qualified Ghanaians for the following Administrative/Professional position in the Central Administration, to take effect on or before 1st January, 2020:

POSITION:  Security Coordinator
REPORTING TO:  Director, PDMSD and Security Committee

Job Purpose
•    To manage and protect the University’s employees, students, assets, reputation, value and visitors on the various campuses, through integrated security risk management.
This is to ensure that there is a fit for purpose, proactive and cost effective security arrangement and operations; driven by high level of investigative awareness and compliance procedure which focuses on minimizing risk exposure whilst identifying opportunities to reduce potential negative incidents and losses as well as improve efficiencies.
•    To manage all University of Ghana security personnel and provide professional advice to ensure that strategies adopted meet all external and internal corporate services delivery requirements.

The University of Ghana Environment
Academic work at the University of Ghana is organised on the Legon campus, Korle Bu campus, Accra city Campus, the Research Centres in Kade, Kpong and Nungua as well as Study Centres/Campuses on sites in all the Regional Capitals.

The University’s campuses house academic facilities, offices and residential accommodation for students as well as some employees and their families. Commercial activities also take place on the campus to support the social and economic needs of the community.

There are currently about 50,000 students enrolled in the various programmes that take place during the semester period (regular) and between semesters (sandwich and distance learning).  There are also over 6,000 employees who work on the various campuses.  

DUTIES AND RESPONSIBILITIES

The successful candidate will be required to:
1.    Assist management to develop, maintain, implement and align security standards, procedures and guidelines with acceptable national standards;

2.    Assist management to determine the appropriate security manpower levels and ensure adequate training programmes are developed and implemented;

3.    Plan for the continual development of the security service through strategic intelligence capability, intelligence gathering and dissemination to management Institute and monitor security systems and procedures to ensure prevention and detection of crime;

4.    Encourage the University community to report all incidents and ensure that reports are analysed in terms of trends emerging, to inform decisions on cost effective deployment of staff, CCTV, etc.

5.    Plan and coordinate with external security agencies to ensure protection of employees, their families, students, visitors and property of the University;

6.    Devise systems to reduce and control traffic on campus;

7.    Identify and respond to security incidents (including investigation, response and resolution) and recommend improvements for implementation.

8.    Work with the Security Committee to ensure measures are in place to reduce the opportunity for crime on campus.

9.    Introduce communication practices to keep campuses, (including sites and centers) and management apprised of current and future issues.

QUALIFICATIONS AND EXPERIENCE

1.    The applicant must have a post graduate degree or an equivalent professional qualification in a relevant discipline and, preferably, must not be more the forty-five (45) years by December 31, 2020

2.    In addition, the applicant must have:
(a)    Minimum of 10 years’ experience in security practices;
(b)    Demonstrable experience in security management;
(c)    Ability to interface with the Police and other state security agencies;
(d)    Knowledge in vulnerability and risk assessment; and
(e)    Be familiar with Information technology (IT) in Security systems.

SKILLS AND ABILITIES:
•    Understanding of relevant legal issues, laws and regulations in the provision and management of security in an educational establishment.
•    Demonstrated leadership and team management experience.
•    Self-motivated, with the ability to efficiently and effectively prioritize responsibilities and duties.
•    Experience with security issues and knowledge of best practices.
•    Strong analytical skills and professional acumen to make sound decisions and recommendations.
•    Understanding and appreciation of the University’s strategic development policy and the role of security.
•    Excellent interpersonal and organizational skills as well as oral and written communication skills.

CONTRACT PERIOD
The successful applicant shall be appointed as a Security Coordinator for a renewable contact term of six (6) years. The appointment may be renewed, based on performance.
