Development of Web Mapping Services for Monitoring Small Fishing Vessels

for the ECOWAS Marine Centre, University of Ghana

Terms of Reference

 

Background and rationale

The Monitoring for Environment and Security in Africa (MESA) programme is a Pan-African Initiative contributing to poverty eradication and sustainable development by addressing the need for reliable, timely and accurate land, marine and climate data and information for the continent by exploiting Earth Observation (EO) data and technologies (http://mesa.au.int).

The ECOWAS Coastal & Marine Resources Management Centre (http://ug-mesa.org) is one of five Regional Implementation Centres (RIC) responsible for the implementation of MESA activities on the continent.  The Centre is located in the University of Ghana and provides EO services to 14 countries namely Benin, Cape Verde, Cote d'ivoire, Gambia, Ghana, Guinea, Guinea Bissau, Liberia, Mauritania, Nigeria, Sao Tome and Principe, Senegal, Sierra Leone and Togo.   

The operational services being carried out are: 1) mapping Potential Fishing Zones (PFZ) and 2) monitoring and forecasting ocean conditions. The first service produces PFZ maps overlaid with fishing vessel traffic in support of fisheries management.   The second service produces charts of waves, currents, and wind field and disseminates forecast of ocean weather conditions to fishermen via mobile SMS.

The ECOWAS Marine Centre hereby advertises a position for a short-term consultancy service with regards to geospatial database design and management.

Tasks and expected deliverables

Tasks:

The expert will undertake the following activities:

Development of geospatial data management tools and analysis of satellite-AIS information integrated with external data sources.

Development of online mapping tools for data visualization and analyses.

Development of spatial data querying system for generating maps, graphs or tables of fishing vessel traffic information.

The Expert will work in collaboration with the EO Thematic Officer at the ECOWAS Marine Centre.

 

Expected deliverables

Expected results to be delivered in a timely manner are:

An operational map server with a web front-end for analysing and visualizing fishing vessel traffic information.

A geospatial database management system incorporating all data used for the task.

User-friendly manual on the use of the web service tool.

 

Qualifications and skills

The Candidates should meet the following minimum requirements:

·        University degree in Marine Science, Mathematics, Computer Science, Geographical Information System (GIS) or related field.

·        Preferably 5 years experience in Remote Sensing and GIS.

·        Experience in python programming will be an advantage 

Logistics and Timing

Period of Implementation

The intended start date is 1 October, 2015. 

The Contracting Authority may, at its own discretion, extend the project duration and/or scope, subject to the needs of the consultancy.  Any extension of the contract would be subject to satisfactory performance by the Consultant.

Total working days for the contracting period: 30 days (including extension).

Obligations/Conditions of Services

Both parties (Consultant and the RIC Project Management), agree to collaborate in the implementation of the assignment as specified in the Terms of Reference (TOR), under the following conditions that the Consultant:

·        will demonstrate high sense of responsibility and execute the tasks stated in the Terms of Reference in a highly professional manner.

·        will submit to the RIC the outputs stated under the Result Section, subject to verification by the Project Director.

·        will submit reports in both soft and hard copies to the Project Director .
